At the September 9, 2026 Tax Rate Meeting, a resident from Anderson Mill West (Section 17) took the podium to rail against a neighbor living just down the street, claiming our neighborhood "has gone to hell" because of a lack of deed enforcement. Right on cue, Chris Rocco chimed in, claiming his board is cleaning up the fallout from the previous board, which failed (he claimed) to enforce the rules and left the district overrun by libertines and scofflaws
Full stop. Letβs look at the actual record:
Chris Rocco and Beth Jones have served on the Deed Restriction Committee for two full years. Here is what their version of "cleaning up" has actually cost our taxpayers over the last 15 months alone:
- $121,845.50 paid to Sage Management (c.f. mudgate), with few to no records justifying what taxpayers are paying for. Sage has taken monthly photos of the Granger property since May 9, 2025. (See photo reports here)
- $20,576 paid to Deed Attorney John Lione(c.f. mudgate), who has issued 17 legal demand letters threatening litigation within 10 days. One letter sent to Aster Pass (AMW Section 6) even claimed skateboard ramps were prohibited by the "HOA." Except there is no HOA in AMW outside of Volente Hills.
- $690 spent on signs announcing "Deed Restricted Community" and the labor to mount them, neighborhood beauty notwithstanding.
That is over $143,000 spent on surveillance, legal threats, and signage in just 15 months.
Yet, according to the gentleman on Granger, the neighborhood looks worse than ever.
Chris Rocco and Beth Jones own this failure. And before them, the Deed Committee was run by Hanoi Avila (who fell short in abiding by his own deed restrictions) and Kelley Masters.
If anyone is looking for someone to blame for wasted tax dollars and poor results, start right there with the people running the committee outside of the public's view, aided by a complicit board.
